Ladakh Homestay Policy:

The Ladakh Homestay Policy is a strategic initiative aimed at promoting homestays as a sustainable and culturally immersive lodging option for visitors. This policy seeks to empower local residents by enabling them to offer authentic Ladakhi hospitality experiences, which in turn helps to distribute tourism benefits more equitably across the region,the number of beneficiaries that have been supported under the policy during the years 2021-2022 and 2023-2024:

  • Homestay Policy 2021-2022/3:
    In the year 2021-2022, the Homestay Policy successfully covered 688 beneficiaries in total in Leh district. This included 275 beneficiaries who received support in the initial phase, followed by 413 additional beneficiaries in subsequent phases in the subsequent year.
    A pool of 19 items were disbursed for the each of 688 beneficiaries who were selected and covered.
  • Homestay Policy 2023-2024:
    Substantial progress has been made in 2023-2024, with a pool of 28 items under New homestay policy items being disbursed, benefiting the 236 beneficiaries so far.

    This ongoing effort continues to improve the standard of homestays, enhance tourism infrastructure, and provide economic benefits to local communities. It also encourages establishment of winter friendly flush toilets to make to facilitate all-year tourism. Given the focus of the Government of India on rural and border tourism and the need of tourism infrastructure, the UT Administration shall establish 10,000 homestays over the next 5 years under the new homestay policy. Out of the 10,000 proposed homestays, the Department of Wildlife Protection incentivize 5,000 homestays within the protected areas (Wildlife Sanctuary/ Park/ Reserve). The remaining 5,000 homestays be established outside the protected areas by the Department of Tourism through incentives and skill development. STP Incentive Scheme 2024:

The STP Incentive Scheme 2024 aimed at supporting the installation of Sewage Treatment Plants (STPs) in hotels and guest houses with 10-19 rooms by providing reimbursement of 75% of the STP equipment cost, up to Rs. 5,00,000 for STP capacity of 10 KLD. The scheme has also taken a proactive step towards environmental stewardship and community welfare by extending its incentive benefits to include hotels and guesthouses with 1-9 rooms and homestays operating in the Union Territory of Ladakh, by providing reimbursement of 75% of the STP cost, up to Rs. 3,00,000 for STP capacity of 5 KLD. The scheme also provides an additional 10% incentive for new hotels or guest houses owned by women, promoting gender equality and entrepreneurial support. Ladakh Mountaineering Policy 2024:

Ladakh Mountaineering Policy 2024 is notified with the vision of fostering responsible mountaineering in UT Ladakh. It emphasizes the conservation of the region’s environment and ecological harmony while promoting climbing activities. The policy will ensure professional management of mountaineering expeditions by accrediting Mountaineering Tour Operators (MTOs) and integrating them into the tourism value chain. The policy also focuses on community development, particularly in remote mountainous areas, by ensuring equitable economic benefits, skill enhancement, and community-led tourism projects. Registration Module for Adventure Tour Operators and SOPs for Adventure Activities:

Streamlined registration module for adventure tour operators have been introduced, aligning with national standards to enhance safety, training, and certification processes. The new framework aims to standardize safety protocols, skill training, and certification for guides and operators across various adventure activities, ensuring a consistent and high-quality adventure tourism experience in Ladakh. SOPs for a range of adventure activities are also introduced, for safe adventure activities in UT Ladakh.
