BRIEF NOTE OF DISTRICT
INDUSTRIES CENTRE LEH LADAKH.
The District Industries Centre ,Leh was
established in the year 1978-79 with the objective of promoting Small Scale,
Tinny and other business related Industries.Since Leh District is farflung
and inaccessible area and also lacks infrastructure facilities, however,
strenuous efforts have been made by the
department during all these years to accelerate the pace of Industrial
development in the District.
The main
functions of District Industries Centre is as under:-
Promotion
of Small Scale (SSI) units by way of arrangement of financial assistance from Banks/financial institutions. Provision
of various types of incentives being extended by the State/Central Government.

To help in marketing of end
products through SICOP and other
Government agencies .Arrangement of training to entrepreneurs.
· Provision of employment apportunities to Educated Unemployed youth especially to deserving poor families through self employment schemes like the Prime Minister Rozgar Youjna.
·
Provision of Interest subsidy
to entrepreneurs availing loan under PMRY through Bank/financial institutions. Organising of Seminars and
entrepreneurship development programmes through various Consultancy organizations.
·
Provision of training to
deserving women entrepreneurs in trades like machine knitting to Establish
their own units.
·
Provision of land at land cost
of premium and rent at Industrial Estate for construction of Factory sheds.
Since
the inception 893 units have been registered for various Industrial activities
these units are not only meeting demands of the local inhibitants but have also
been catering to the demands of State/Central Government departments, besides
also the Defence/para military
establishments.Further with the establishment of these units it has also helped
generate emp loyment opportunities to a large number of people .
For
promotion of SSI Units various kinds of incentives are being extended by the
State/Central Government the details of which are as under :-
Since
the Commencement of this programme ,
this DIC , has sp onsored 287 Nos, of applications to various banks/Financial
institutions ending 31-3-1999 amounting to Rs. 209.06 lacs sanctioned out of
which 128 cases have been sanctioned
amounting Rs.93,85 lacs.During the year 2000-2001 this office has
recommended 68 Nos of applications of Educated Un emp loyeed youth under the
above scheme to various banks .Out of which 49 cases have been sanctioned
amounting to Rs. 62.55 lacs.An amount of Rs. 1.00 lacs have been provided as interest subsidy during the
year . During the year 2001-2002 , 106 cases were swponsored out of which 50
cases have been sanctioned amounting Rs. 63.90 lacs and interest subsidy amounting
Rs.9.90 lacs have been provided.
Three
Knitting training centers are functioning in various blocks of the District
which are engaged in imp arting training to prospective women entrepreneurs with the aim of
establishing their own income
genertating unit after getting successful
training.
Khangri
Flour Mills Leh.
The
Units is situated at Chuchoot Leh and
is engaged in the flour Milling with a capacity of 50 Tons per day.
Himalaya
CementThe Unit is situated at Chuchoot shama Leh and is engaged
in the manufacture of cement out of clinker through grinding process,
the unit is under rate contract agreement with DGS&D and is being promoted
by One Sh. Chander Prakash Sharma.
The unit
is also engaged in the manufacture or cement out of clinker and is situated at
village Taroo Leh. The unit has been registered as a partnership concern.
The Unit
is situated at village Thiksay and is
engaged in the manufacture of Aluminium
utenciles.
The unit
is engaged in the manufacture of bakery items and is situated at Industrial
Estate Leh.
The Unit
is also engaged in manufacturing of bakery items through mechenised process and
is situatede at Industrial EstateLeh.
M/s LADAKH WOOLEN MILS.
The unit
is situated at village Thiksay and is engaged in processing/spinning and carding of wool.
FRUIT
M /S LAMPA PRESERVATION. AND CANNING
UNIT.
The Unit is situated at Village Nurla and is
engaged in preservation and canning of fruits.

SHAHEEN CEMENT WORKS.
The unit
is situated at village Chuchoot and is engaged in manufacturing of cement
products like tiles,hollow blocks ,pcc
fencing posts etc.
The Unit
is engaged in the manufacturing of
compressed Eco- bricks, the products are Eco
friendly and also mater repellent, the unit is the first of its kind in
the District and is also situated at village chuchot Leh.
The Unit
is situated at village Tukcha and is also engaged in the manufacturing of
cement tiles concrete Hollow blocks and Pcc
fencing posts.
M/S
L.G COMPOSITE MILS.
The unit
is situated at village Hunder Nobra and is engaged in grinding of wheat (Atta
Chaki) Oil Extraction and sawing of Timber.
The Unit
is situated at village Tiger Nobra and is engaged in oil extraction, sawing
of Timber etc.
The unit
is also situated at village Tiger Nobra and is engaged in steel fabrication
works.

The unit
is situated at Industrial Estate Leh and is also engaged in manufacturing of
Steel products,

Office
of the Assistant Director Handicrafts Leh, has been established in the
year 1973,
and the
training centers started functioning from 1975. Presently the Department is running with 20 Handicrafts training
centers in different block of the District in various trades i.e., fresco
painting, clay Moulding. Wood carving carpet weaving. Embroidery, Ladakhi Garment Making. Namda Making, Hand knitting, Silver Filigree and papu shoe
making, training centers under different schemes. Basically the manifesto of
Handicrafts Department is to impart
training in various crafts in favour of the youth male/ Female Candidates. Besides the aim of the Department is to
provide self employment to passed out trainees who have been obtained training
in the job through our Departmental training centers during the past years Except
Leh all the training centers are moveable after completion the present training
batch.
UNDER DISTRICT NON-PLAN SCHEME
Under
this scheme 14 training centers are functioning in different villages i.e.
seven ( 7 ) crafts in proper Leh at Handicrafts complex viz. Fresco Painting Clay Moulding, Ladakhi Garment
making, Hand Knitting, Embroidery, Carpet Weaving and Wood Carving. Similarly in Block Nubra one Ladakhi
Garments Making at Disket, One Carpet Weaving at Taksha, One Wood Carving at
Panamik, Besides this one silver Filigree training centre at Yangthang, One
Namdha Making training centre at Tia and one Embroidery at Shajing Chuchot
Gongma, the during course of the training programme is of 2 years and trainees
strength is of 10 to 14 in different centers, Trainees are being paid Rs.100/=
per month per trainee.
UNDER
PLAN SCHEME.
Handicrafts Department is functioning two ( 2 ) Carpet weaving training centers at
Nubra Block during the year 1990 in
different villages. Now at Lagjung and Skampuk,
Trainees strength is of 15, duration of training course is of 2 years and the
trainees are being paid Rs. 100/= per month per trainee.
UNDER
MASSIVE SCHEME (STATE NON-PLAN)
This scheme is running and funding under the direction of
Directorate of Handicrafts J & K Govt. and was started functioning from
December 1980. Under this scheme two elementary two advanced trg. Centres are
functioning in various villages of the Leh District. Strength of trainees is of 25 in each training centre. Duration of training course is of 2 years
and the trainees are being paid Rs. 100/= to Rs.200/- per month per trainee.
Both are in elementary and advance training courses respectively. Presently these training centers running at
Chuchot Gongma, Fiang, Kuzey Chuchot Yokma and at Nyoma.
DESIGNED
SECTION.
Designed
Section existing/functioning at Distt office Leh, under which various
traditional art of Ladakhi Tibetian, Kashmiri and other parts of the country
are being prepared by the designer whose job is to introduce modern type as
well as to preserve the ancient designed.
Further designed are being provided of designed for production under
different crafts.
DYING
SECTION.
Under
this scheme local wool as well as Sweater Patto, woolen clothes etc, are being dyed on different subsidized rates as
envisaged by the Department from time to time.
SCA TO TRIBAL SUB PLAN SCHEME.
Besides (SCA) to
(TSP) special central Assistance to Tribal sub plan scheme. Since from the inceptions of this scheme i.e.,
1995 10 Handicrafts training centres were established in various blocks of
District Leh in different Crafts viz. Carpet Weaving Clay Moulding, Dragon
Painting, wood carving and Ladakhi Garment making. Under this scheme the intake capacity is of 10 trainees in each centers and duration was of one year and the
trainees had been paid Rs.250/= per month per trainees.
Similarly to boost the training programme other than clay
Moulding, Fresco Painting have Wood Carving Carpet, Embroidery, and Ladakhi Garment
Making etc. department proposed in the
next 10th five year Plan 2002, to 2007. The other dying crafts of Ladakhi such as stone carving
Silver/Cooper Filigree ect. Doltog Making and Basket Making .So that Generation
can preserve this craft after getting complete training course through this
scheme. Because as per the survey
report of our field functionaries there is great potential by implementing this
scheme for upliftment of their living standard after getting training.
ACHIVEMENTS.
Department has trained 2188
(Two thousand one hundred eighty eight) Trainees upto ending March 2002
in various crafts as envisaged in the above Paras, besides this Deptt.
distributed raw materials, tools and equipments to the 217 passed out trainees
who are top class experience trained trainees on 50% subsidized rates for
establishment of their own individual units.
So that these artisans can earn money for their upliftment their living
standard.
During the General Council meeting of Ladakh Autonomous Hill
Development Council Leh was taken up on 25th, 26th and 27th December 2001 .where in undersigned has
discussed and discoursed with the Hon’ble Chief Executive Councillor Shri
Thupstan Chhewang regarding the
manifesto of Handicraft Department as well as the benefits of Trible scheme.
Construction of
block level residential Quarters :
During the course of plan meeting the Ho’ble Chairment has
aggred and approved the porsal for conatruction of residencial quartewrs for
both Department viz. Handicraft and Handloom. Particularly for the artisans,
where they will be provide training for Production centers. Besides the Handicrafts and Handloom Development board have also framed plan for
promotion of these sectors. I am sure that this will remain absolutely feasible
for the renewed impetus to the training programme.
REVENUE RELASATION.
Handicrafts Department is getting
revenue on sale of finished goods/products during the training period. It not
out of place to mention here that the Handicraft Leh has sold the finished
products of and amount of Rupees 1.20 lacs approximately during the year 2000 –
2001.obviously in the year 2000-2001 departments has sold the finished product
of Rs.1.46 lac. Approximatly during the year 2002.
The
present Handloom dev. department Leh earlierly called as cottage industries
department Leh, was established during the year 1965.and was under the
administrative control of Industries and commerce Directorate. Later during the
year 1986 the whole sector of cottage Industries department Leh was transferred
under the control of Directorate of Handloom Dev. Department J and K .so as to
promote the development of the sector as per the norms and scheme of Handloom
sector. However the administrative charge of the handloom department Leh retained with the General Manger
District Industries center Leh till
march 2001.
From
March 2001 onwards the administrative charge of the Handloom Department, Leh
being vested and exercised by Superintendent Handloom Department Leh independently
in the district. The department at present has 49 sanctioned staff/Instructors
under Plan and Non Plan Scheme.
The main
aim of the Handloom department in the District is to work for the promotion and
development of Handloom activities in the district. The scope for the
development of Handloom Industries in the district is quite high in view of
availability of some raw materials namely raw wool and pashmina which are produce in large quantities and
even being exported outside the district. Since development of such activities
required skill-in the production of Handloom products, as such conduct of skill
training to the needy people becomes necessary. Hence the main function of the
department is to conduct regular training course in various handloom trades, so
that the trained personals may afterwards engaged in such activities for an
alternative earnings and employments generation.
Ladakh
has many traditional handloom crafts viz woolen pattoo weaving on portable pit
loom, Chali and Chukthul, Chukdan weaving, Pappu shoe and Caps making,
vegetable dying of fabrics etc.which are on the verge of extinction due to the
availability and using of cheap
synthetic mill produce fabrics. Therefore there is a great need to preserve and promote the development
of these traditional crafts with the introduction of use of improved looms
,equipments and design technique for higher production capacity and for higher
income earnings.
For regular
conduct of training courses under various Handloom crafts the department has
the following training Centres sanctioned at various Blocks of the District
through which training are conducted. A stipend of Rs.100/ p.month to each
trainee are provided during the training course to encourage undergo training.The craft wise training

The
Training Centres are located at various remote places of the blocks of the
district. Through these Training Centres the department has a provision to
enroll average 250 trainee candidates annually for training under various craft
The department has proposal to
establish a centralized training Cnetres at each block headquarters with
provision of hostel/boarding facilities to the trainees in order to conduct the
training courses with all necessary infrastructural facilities available. An
allocation of Rs.65 lacs has been earmarked during the tenth five year Plan
period.
Beside for the marketing promotion of
handlooms products manufactured by the
Handloom and Handicrafts artisans in the District, there is proposal to construct a Handicraft and Handloom Emporium in the
District ,for which an amount of Rs.10 lacs has been earmarked during the 10th Five year Plan. The passed out trained trainees are motivated to carry out handloom
activities for their earnings .At
present there are about 60 such self help groups working in handloom
activities in the District and who have been provided assistant under DRDA
schemes.Besides 212 individual handloom beneficiaries unit are also working
with the assistance under TSP. For the
marketing exposure and self
promotion of handloom products
the department organizes handloom and
handicrafts Exhibition in the District ,which provides great imputes for the sale of products besides
transfer of technology know how in
manufacturing of products.

Under
these scheme the department has been provided with a fund allocation of
Rs.11.52 lacs during the 1997-98 to 1998-99 whereunder 212 nos of income
generating beneficiaries handlooms units by ex-trainees/artisans has been setup
for which 50% subsidy- has been provided under the scheme in the form of equipments, machines, tools
,to the beneficiaries. Additional 80 candidates has been trained in spinning of
fine pashmina yarn on charkha under
skill up gradation scheme by imparting advance training course for a six
month duration by providing stipend of Rs.250/ p.month to each trainee.and it
has been made as a part of campaign for use of spinning charkha in lieu of the
traditional old pindrop wooden spindle which are in use by the spinners
in vague.
The
impact of skill upgradation advance
training course in using spinning charkha has greatly attributed in improving
the manufacture of improved fine pashmina shawls, by increasing the fibre
length of spun yarn from 12 mtr p.gram to 25 mtr p.gm as spun on charkha. Besides
it lowered the consumption of yarn per shawl and helped in fetching higher cost
benifit. The department has already
proposed to recontinue the above schemes during the 10th five year
Plan period bringing more crafts under
the advance training course in an effort to develope and promote the handloom
weavers/artisans. An allocation of Rs.57 lacs has been proposed for
implementation of the scheme during 10th
five year Plan to cover physical target of 955
benificaries.
B.A.D.P(China border)
Under border
area development programme , the department has provided various improved handloom machines , equipments and
tools to the artisans living within the
China border areas on subsidies cost to
enable them to carry out the handloom activities for raising their income earnings. Under this programme 258
beneficiaries /groups has been
identified for distribution of the
above equipments in Nyoma and Durbuk blocks.
Sofar
Handloom Industries in the district has not been developed in organized sectors
since only a few Industrial Cooperative
Societies exist. In view of not having any senctioned staff under
Induscos in the District ,hence formation of Industrial Cooperative Societies
has not been registered sofar, with the result ,various incentivies schemes
could not be implemented.
Therefore
the department proposed to give a special thrust in estiblishment of
Hanadloom Cooperative Societies in the
district during the 10th five year plan so as to cover all villages
in the district under the network of Handloom Cooperative Socieities and the
benefits of incentives schemes could be provided to them.The various centrally
sponsored incentives schemes under
Handloom sector are as under;
Share
Capital loan assistance.
The scheme aims to provide to working capital
assistance to weavers of the primary
Cooperative societies which is equal to 10th times the share
capital contribution of the members.
Modrenisation
of Handloom.
Weavers members of the Cooperative
societies are encouraged to repair or
replace old type looms with modern fly shuttle looms to increase productions
for which financial assistance in the shape of
50% subsidy and 50% loan at 9% simple interest is provided.
Loan
for purchase of Sewing machine.
The
R.M.G Societies are provided soft loan for purchase of sewing
machine,fashion ,making machine and
other accessories for making of garments.
4.
Subsidy on Yarn to Handloom Weavers.
The scheme envisages to provide subsidy on yarn
worth Rs 5000/ to sick Handloom Cooperative Societies to setup higher cost of
production on account of increased cost of yarn and to improve their
operational viability.
5.Government
Share Participation.
The government as a member of the Cooperative Society subscribes Rs 4000/ to the
share of each primary Coop. Society.
6.Marketing
Development Assistance.
In order to encourge quality production and
to boost marketing of the Handloom
products.The Cooperative Societies are allowed 10% rebate for sale to the
buyers. This is reimbursed by state and central government in the ratio of
50:50
7.
20 to 25 % Special Rebate on Sale of
Handloom Cloth
The Handloom Cooperative Societies having
annul turnout of more then 20 to 50
lacs. are allowed to participate in national Expos for display products and
allowed 20% rebate on sale of products which is reimbursed to the society by
the state and central Govt. equally.
8.Workshed
-cum-Housing
The weaver members of the Cooperative societies
operating their handlooms from their house are allowed to construct housing-cum-work shed for which
the State and Central Govt. provide Rs 8000/
assistance to each.
Besides

CREDIT
PLAN SCHEME
The
State government has newly introduced the credit plan scheme whereunder the
Handllom artisans are motivated to setup Handloom Industries for which loan
facilities on soft term are provided, besides getting employments. This schemes
are envil for implementation by the department during the 10th five
year plan.The scheme envisages to provided 90 % financial assistance in form of
loan from banks with 10% promoters contribution and 5% interest subsidy on loan
component by state government . The average project cost of individual units ranges to Rs 66000/ besides
higher cost projects are also covered with groups. As per NABARD Scheme loan
upto 2 lacs treated as composite loan
and exceeding Rs.2 lacs shall be treated as term loan on which 5% interst
subsidy on working capital and 30% subsidy on fixed capital and 100%
subsidy for purchase of generator and
testing equipments are to be provided. Additional 5% interest subsidy under new
industrial policy is allowed.It can be availed by any artisans having skill
training after registering with the department. The selection for the sanction
of incentives are made through district level task force committee setup under
the chairman ship of Distt: Development Commissioner.
